2011 Comprehensive Plan Update
In 2001 the City Council approved Resolution 01-40 adopting the Comprehensive Plan (Hometown 2000 Plan) for the City of Rockwall. The Comprehensive Plan is used as a guide to all future Council action concerning land use and development regulations and expenditures for capital improvements. The citizens of Rockwall were involved in the development of the Plan through participation in a committee and through public meetings and public hearings. Comprehensive plans for the City date back to 1966 with updates to the plan in 1986, 1995, the aforementioned 2001 update, 2004 and 2007 updates. The 2001 Plan was updated in 2004 with the adoption of the Downtown Plan and again in 2007 with updated land use policies related to residential development. For over a year, the staff has been working on an update of the 2001 Comprehensive Plan which includes the Downtown Plan and Residential Land Use Policies. This update has involved a citizen participation group, the Comprehensive Plan Advisory Committee, who were appointed by the Council to review the plan and make recommendations.
The 2001 Plan is best summarized as guiding principles that were paraphrased from the vision and policy statements during the citizen committee meetings. Those areas included Land Use, Urban Design Framework, Urban Design Development, Open Space and Parks, Transportation and an Implementation Plan.
The 2011 Comprehensive Plan is intended to build upon the City of Rockwall’s 2001 Comprehensive Plan, “Hometown 2000″ Plan, adopted on December 17, 2001. The City Council, recognizing the growth the City has experienced in the past ten (10) years along with the expansion of its corporate limits and extra territorial jurisdiction (ETJ), appointed the 2011 Comprehensive Plan Advisory Committee to study and make recommendations on updating the Future Land Use Plan and Thoroughfare Plan.
The update is also intended to integrate into the Comprehensive Plan, the policy updates adopted in early 2007 by the City Council that established guidelines for new residential growth in the City. Finally, the Plan references the “Parks, Recreation & Open Space Master Plan 2010-2020″ which was adopted by City Council in May 2010, with special emphasis on linking this plan with the Land Use and Thoroughfare Plans to ensure a holistic approach to the review of new development and infrastructure planning.
The City will be conducting “Public Hearings” to discuss the updated 2011 Comprehensive Plan with citizens of Rockwall and all interested parties prior to final adoption of the new plan. The public hearings are scheduled for the following dates at the Rockwall City Hall Council Chambers, 385 S. Goliad Street beginning at 6:00pm:
