An Open Letter to Texas State Rep. Scott Turner: Militarization of Game Wardens

I read this morning about the Texas Parks and Wildlife Department “newly minted SWAT team”. TPPWD says these SWAT teams will focus on ‘search-and-rescue missions’. Clearly, the militarization of various law enforcement agencies is a departure from original intent of the Texas Legislature.

Scott, I see a troubling pattern that should alarm all Americans. Recently, the FBI changed its mission statement from “Law Enforcement” to “National Security”. Now, the TPWD follows this pattern by now assuming duties of “border operations, dignitary protection, or any form of high-risk law enforcement, such as serving felony arrests or hostage situations.”

One very undesirable outcome with the change of the FBI mission is the dramatic drop in “white collar” crime prosecutions as the FBI joins in the hunt for the terrorists among us. If alive today, Al Capone could continue his unlawful business practices without fear of prosecution.

I expect the TPWD change of mission from enforcing hunting and fishing regulations to “homeland security” will have a deleterious effect on Texas wild game while also threatening the rights of all Texans.

I quote from the Declaration of Independence:

“That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed”

Oversized, militarized state government can only work to the contrary, Scott.

I attach a link to an article in the TPWD magazine that starts off talking about rescuing children, then describes the K-9 team (game wardens need a K-9 team to catch someone without a fishing license?) and concludes with a description of the newly formed SWAT teams.

A great gulf separates the mission of peace officers and law enforcement officers from militarized units who are trained in the arts of war to kill combatants and destroy property. There continues a stream of news stories describing unconstitutional, immoral assaults on citizens by “militarized” law enforcement units. 

I ask you to join with other Texas Legislators to restrain militarization of law enforcement agencies within our state.
