Our Rockwall County government is but one of 254 departments of the State of Texas. Whereas school districts, municipalities and utility districts are creations of the people, the state created all the counties.
State law simply and elegantly lays out the requirements for elected office holders, the eligibility of candidates and those situations that disqualify a candidate.

CHAPTER 573. DEGREES OF RELATIONSHIP; NEPOTISM PROHIBITIONS, SUBCHAPTER A. GENERAL PROVISIONS
State law defines nepotism in Sec. 573.002. DEGREES OF RELATIONSHIP as “relationships within the third degree by consanguinity or within the second degree by affinity.”
Sec. 573.024. DETERMINATION OF AFFINITY says very plainly, “Two individuals are related to each other by affinity if … the spouse of one of the individuals is related by consanguinity to the other individual.”
In the case of Doug Hamilton, Doug’s spouse is sister to Precinct Three Commissioner, Dennis Bailey.
Therefore, the state ethics code disqualifies Doug Hamilton from the office of Precinct One Commissioner.
I think it important for Rockwall County voters to understand that I hold Precinct Three Commissioner Dennis Bailey in the highest regard. Dennis serves our mutual interests very well.
I understand, truly I do, how RISD school board members who served with Doug support him. But, Doug is not running for school board.
Polls are open now for early voting. I urge Precinct One voters to re-elect Clifford Sevier who serves the people of Rockwall County admirably with fiscal constraint and a conservative outlook on matters before the court.
